Comprehensive Wastewater Management Plan Ad Hoc Committee | April 22, 2025

This meeting of the Comprehensive Wastewater Management Plan (CWMP) Ad Hoc Committee focused on coordinating the CWMP with the Local Comprehensive Plan (LCP).

Key Points

  • Next Meetings:
    • Mass Tech visit on May 19th, 1-3 PM.
    • Additional meeting on May 19th, 5-7 PM to recap the Mass Tech visit and begin deliberations.
    • Discussion on addendum two potential policy discussion items.
  • Effluent Disposal: The town is still evaluating options for treated effluent disposal, a significant factor in cost and other implications.
  • IIA Systems: Discussion of how other towns (Wellfleet, Vineyard, Tisbury, Mashpee) are implementing Individual Alternative (IIA) septic systems, including health regulations and data on setbacks.
  • GIS Analysis: Analysis of septic systems within various distances (500ft, 1000ft, 1500ft, 2000ft) of water bodies, considering nitrogen concentration and time of travel.
  • Climate Change: Climate change is integrated into every chapter of the LCP.
  • Local Comprehensive Plan (LCP) Update:
    • The LCP defines a long-term vision for the community, guiding development and coordinating it with capital facilities.
    • The LCP includes an existing conditions report, community engagement, a vision statement, chapters on land use, housing, natural resources, infrastructure, economic development, culture, heritage, and design, a future land use map, and a targeted action plan.
    • Public comment is encouraged through various channels (meetings, email, online tool, libraries, town hall).
    • The LCP aims to incentivize growth in downtown Hyannis while protecting resource areas.
  • Future Land Use Map:
    • Identifies growth incentive zones (downtown Hyannis), neighborhood-centric corridors (West Main Street), regional commercial centers (Independence Park area), and village centers.
    • Study areas include West Main Street corridor, Independence Park, and the community college area.
  • Targeted Action Plan:
    • Includes goals and actions related to coordinating CWMP and housing development, protecting natural resources, requiring NR (Nitrogen Reducing) systems, addressing private roads, and implementing CWMP updates.
  • Route 28: The intent of putting the pipe down the road is for nitrogen removal and not necessarily for new growth.

Highlights

  • The importance of public participation in shaping both the CWMP and LCP.
  • The strategic approach to future growth, focusing on incentivizing development in specific areas while protecting resources.
  • The integration of climate change considerations into all aspects of the LCP.
  • The ongoing effort to determine the best effluent disposal option for the town.
